Actually, he should fly with 4 planes. A primary plane, a replacement plane for emergencies (Putin cannot get stranded), a cargo plane with Presidential and escort vehicles and a military communications plane - basically, a full-fledged command center. There are also fighter planes that cover Putin’s plane.
